Not in the usual sense. Missouri Technology Corporation (MTC) pays startups in equity and says of its own fund, “it is NOT a grant.” Its IDEA Fund TechLaunch program puts up to $250,000 into pre-seed tech companies, matched dollar for dollar by private investors. The Proof of Concept award on this page is paused.
Missouri's state-funded proof-of-concept grant program — designed to bridge the funding gap between university-based research and commercially viable startup companies. MTC awards equity investments of $25,000–$50,000 (program paused) to Missouri-based researchers and early-stage companies working on technology innovations, enabling them to validate commercial feasibility and attract follow-on private investment. Awards are made through a competitive application process reviewed by MTC staff and an independent review committee.

What startups ask next
Who can get money from MTC?
Tech companies headquartered in Missouri that hold protectable IP, work in one of seven focus areas and can bring a private match. The areas are biomedical and life sciences, healthcare technology, fintech, software and data, energy, manufacturing, and supply chain and logistics. MTC usually checks that the company is registered in Missouri, has its headquarters and a commercial office lease there, and that the founders live in the state. A company willing to relocate to Missouri can also apply.
How much can a startup get?
Up to $250,000 at the pre-seed stage, and more as the round grows. TechLaunch is for companies raising under $1 million and offers up to $250,000. The Seed Capital Program offers up to $1 million for rounds of $1 million to $5 million, and the Venture Capital Program up to $4 million for rounds of $5 million to $20 million. MTC prefers its money to be 10–25% of the new capital in the round. The amount for the Proof of Concept award is in the key facts above.
Is it a grant or an investment?
An investment: MTC takes equity or a convertible note and expects a private match. MTC typically invests in convertible notes and equity instruments, on the same terms as your co-investors. For each dollar MTC invests, you must secure one dollar from private sources. Grants, loans, accelerator money, crowdfunding and in-kind help do not count as that match.
How long does a decision take?
Several months from application to closing. MTC reviews applications on a quarterly cycle and tells applicants about a month after the deadline whether they are invited to present to its Investment Committee. Committee recommendations then go to MTC’s board, followed by due diligence and a signed participation agreement. The company must be able to close within six months of the award. Cycle dates are on MTC’s IDEA Fund page.
What if you want a true grant?
MTC’s own grants go to organizations, not startups. They are open to nonprofit Missouri research institutions and nonprofit entrepreneurial support groups, with a 1:1 match.
